maybe fouling (growth) in the washer reservoir or delivery lines? Maybe empty the reservoir (suction or siphon from top?) replace with new, and then use the function a bunch to flush the lines? Just an idea. I like to use 20-40% Windex, balance of tap water (our tapwater is Sierra snowmelt, for hard tap water maybe use distilled water).
Oh, and take a wet sponge or similar wiped along the wiper blades several times to confirm it's not the problem the dealer mentioned (it's possible).
