Headrest lowering issue

I must be missing something easy on my 2019 Niro hybird. My front seat headrests will not go down to be flush with the seat. The release button only allows them to descend to where there is about an inch gap between the seat and the bottom of the headrest. The owner's manual does not address this and so far my attempts to search this issue on this forum has not found this issue, so I'm assuming I'm missing something obvious.

Won’t go flush on my 2017 EX w/adv tech neither. Maybe if I cut an inch off the end of the poles? LOL

It's that way by design.
If you look at the Niro pictures on the Kia website, you can see that the headrests are about 1" from the top of the seats.

I don't like this either and don't know why Kia would do it this way.

I wish they would go lower too. But I've adapted by changing my seat adjustments so they feel better.
