Are these steel or actually alloys and does the PH STAMPED ON one spoke signify the rims are specific for the PHEV.!?

SOLD...These are OEM alloy which came on my Niro PHEV. I changed out to aftermarket wheels and simply have these to sell. Model year 2019. Very new. Great condition. Less than 200 miles on them.
