I looked around a bit, but didn't see any discussions on what type of cells Kia is using in the PHEV traction battery. Anyone know?

Not sure what you are looking for in your question but the PHEV battery is a 8.9 kWh, 360V lithium polymer battery

What I am asking is what type of cell technology and size of the individual cells. Are they similar to 18650 cells, or are they using pouch technology?

Cylindrical cells have a lot of unusable space so more than likely prismatic or pouch cells are being used. This is just a guess though. I know Tesla uses cylindrical cells, but all of their cars are 100% electric so it’s a lot easier for them to build very large battery packs.
