That article appears specific to EV batteries. You can't compare the EV and PHEV in that way. Two completely different systems, different levels of power draw and charging. That said, mine would always show 100% charge after a complete charging session, but as soon as I pulled out of the driveway (it's uphill) it would drop to 99% and using regen it would never reach 100. Only connected to my JuiceBox or some other Level 2 EVSE would bring the display to 100%.

In my 27 months of driving the PHEV, I had no detectable loss of EV range. The car would show 24 miles fully charged (EPA range of 26 is with HVAC off), and the first mile drops off pretty quickly, but would regularly get 30+ miles with just EV. On one perfect day, I was able to make my commute round trip with only EV mode. That was 30 miles, with a significant hill climb at both ends of the trip. But on flatter terrain 30 miles was never a problem, with 35 being my best ever, still with the A/C on.
