I just installed a 240v, 50amp plug for a level 2 charger (chargepoint flex). As I understand it, the Niro PHEV can take up to 38amps. Therefore, it should easily pull 32amps from the chargepoint flex charger (I have set the chargepoint app to 50amps). However, it seems to only be pulling 16amps. Is there a setting in the vehicle I need to adjust? I can't find seem to find it anywhere.

Can you expand on why you believe that?

The 2023 PHEV has a 11.1kWh traction battery. The user's manual says charging can take 2h45m. 11.1kWh / 2.75h = 4kW. At 240 Volts, that's ~16.8 Amps, so your amount seems reasonable.
I think I may have mistakenly merged info from the pure EV and the info in my Chargepoint manual. Together they appear to have given me an unrealistic expectation of 32 miles for 1 hour of charging. I'm assuming the 11 miles per hour of charging is the best in going to get? That's disappointing, but also my own fault 😕. Please at least tell me the amount I've paid for the charger plus installation isn't for naught....surely it's better for the battery than just using the included trickle charger??

Well, that level 2 that you’ve installed should charge your PHEV from empty to fill in less than 3 hours. The included (110) trickle charger (level 1) will do that in about 8 hours. For me, for now, the stock charger works “fine”. We follow the ABC rule, “always be charging”. I would love to install a level 2 charger in my garage, but that’s not in the budget or really necessary… for now.

TLDR - no, that was not a waisted expense. Especially if you plan to ever buy a full BEV vehicle.

You certainly have more charger than the PHEV requires but I don't think that was a bad decision at all.
You are all set for the day you purchase an EV and then you can put that charger to full use.
BTW, the level 2 charger is preferred over the Level 1 by the manufacturer.

As you now know, the PHEV can only accept 16 amps. But there's nothing wrong with using a higher powered EVSE, as you are simply future-proofed for an EV as your future car. I charged my Niro PHEV with a 40 amp EVSE, but it only provides the car with the amount of power it But when I came home with my Bolt, I was ready for higher powered charging.
