All dashboard and console lights blinking.

2017 Kia Niro Hybrid. Dashboard and console lights start to blink when you enter the vehicle and continue when starting and driving. I tested system with a Midtronic 600 and battery is holding charge and alternator is charging fine. Some websites indicate low voltage or bad battery but tests prove different. Randomly started with no warning. Car runs and drives fine.

Thanks, i am aware now this vehicle has no alternator. The battery without vehicle running sits at 12.7 to 12.8 volts. When vehicle is started it rises to roughly 13.7. I agree taking to dealership and having a scan. Is there a way for a owner of the vehicle to reset the vehicle ECM? This issue was random and there were no warning or maintenance symbol before. The Midtronic tester will detect voltage and CCA's on lithium as well.

Not really, no. A scan tool can usually reset a Check Engine Light, but you haven't said if that was the light that came on. For the record, if a CEL comes on steady, it's generally safe to continue driving. If the CEL is flashing, then it should not be driven and needs to be checked out.
Sorry, all the symbols on dash and center console are blinking not just one. Including the center screen between the gauges. As a matter of fact the white light around the gauges are also blinking.

Here's an update. My daughter took the car into the local Kia dealer to have it diagnosed and they basically wish to shotgun it and replace every part in its path at a high expense. I don't believe the tech can pin point it so the only solution is to start replacing parts. this is a terrible way to diagnose and at the owners expense. She is going to pick it up and bring it back to me. I'll either figure it out or sell it. the car runs and drives fine other than the blinking. Unless someone else can tell me what might be happening, i feel this is not an isolated problem to just her car.

The fact that all the lights are blinking should simplify troubleshooting.

Initially this would indicate a loose/intermittent 12v power line to the system or loose/intermittent ground connection.

If it were my car I might try and get an electric diagram and begin taking voltage measurements at the common power and ground point to see if incoming power is fluctuating to the dash.

If this system has a common fuse this is a good place to start to:
1. confirm incoming power
2. the fuse and connection
3. the wiring and plugs to the system
4. Plug and unplug connections to ensure their integrity

After the simple stuff things start to get interesting such as a crack on an instrument main circuit board if it has one - a component in the system that is pulling power down and cycling the system- a component that is heating up and short cycling - etc.

The fact that the car operates fine and only the dash is affected means it is isolated to that system.

The instrument cluster is straightforward to remove and replace if that is the only affected component

I'm not sure what you mean by console lights but if these are the interior lights of the vehicle then these lights and the instrument cluster may share a common ground point or must share something in common that is only affecting their operation but not the rest of the car.
Center console, any switch that has a light attached to it. I did make the effort to plug/unplug and deactivate both fuse panels and both boards under the hood. I gave it roughly 20 minutes and reactivated everything. The results were satisfying, no lights flashing and everything seemed back to normal. The vehicle was running and seemed to be going through cycles. After 2 or 3 start/stop ignitions the dash began to flash again but only a couple warnings, eventually the whole dash and soon after the center console started flashing as well. The vehicle was perfect for a whole 15 minutes. I have to agree on your theory of something heating up or short cycling. The dealership contact her and offered a whopping $1500.00 if she wishes to trade it in, FN hilarious. The vehicle is in great shape and low mileage, could sale easy in the 4-5k market if this issue can be resolved without replacing everything besides the horn. Truthfully disappointed with the diag.
